I was thinking, you can have a Hand Weapon and a Ranged Weapon. You can have NOLINKArmor, Bracers, a Horn, and a Shield.
How about a Dagger?
ie:
[1] Ranger's Throwing Knife [gondor]
Possession • Dagger
Strength +1
Bearer must be a Ranger.
Archery: Discard this possession to
add 1 to the Fellowship archery total
(0) Moria Dagger [moria]
Possession • Dagger
Strength +1
Bearer must be a [moria] orc.
If bearer wins a skirmish you may discard bearer to add a burden.
[1] Dwarf-made Dirk [dwarven]
Possession • Dagger
Strength +1
Bearer must be a Dwarf. If bearer is in a skirmish and bearer's strength
is equal to the strength of the minion skirmishing bearer you win that skirmish.
[2] Elvish Knife [elven]
Possession • Dagger
Strength +1
Bearer must be an elf. If bearer wins a skirmish you may exert
bearer to discard a minion skirmishing bearer.

all are OP.
elvish one, maybe cost 1, if they win discard it and exert to exert, or wound perhaps
the hillman one, maybe discard bearer to take control, that'd be fine.
dwarven dirk perhaps? it seems a tad good as well, I don't want anything to do with that frankly.
daggers fine, I guess the knife is good.

Dagger's are usually hand weapons that can be borne in addition to another one, which is basically used for every throw weapon or otherwise small weapon, like Flaming Brand, Rohirrim Javelin, Hand Axe, etc. I don't think this area of design needs a revamp...

Well, essentially this abbreviates "May be borne in addition to 1 other hand weapon" into a single keyword, which is not a bad idea. However, such things should also be affected by things that effect hand weapons and weapons and so I would be more inclined to make them hand weapons with the loaded keyword "Dagger", or something similar.

That works, but, then Flaming Brand would have Dagger as a keyword if re-edited. I'd rather keyword it as Off-hand, then. Even if it does seem a little weird for Rohirrim Javelin, it's better than Flaming Brand (or the javelin, for that matter) as a Dagger.

Eh, I think it would be okay to have both dagger and "may be borne in addition to 1 other hand weapon" coexist, even though they would essentially be the same thing. As you wisely point out, FM, dagger would make zero sense on things like Flaming Brand.

While it's fine, it's not how TCGs roll, when they keyword an ability, the main idea is to have it apply all the times. Exceptions would be when they "change" an ability. As an example, we could have a keyword called Off-hand, meaning it can be borne in addition to one other hand weapon, and we could have cards WITHOUT the keyword, but that had: "may be borne in addition to 1 other hand weapon if bearer is a ranger". See where I'm going? Or am I making it worse?

This is poorly worded. I think you should have some sort of text like, perhaps, "ties in skirmish strength go to bearer."

I just don't like off-hand. :P But I can't think anything better.
Same issue I had. Perhaps assigning size to hand weapons? Small?

Secondary, perhaps. Sounds a little sterile; no real flavor to it.
I figure that you could have Dagger and May be borne in addition to 1 other hand weapon co-exist, so long as there was something else special about daggers. Ie, other cards referencing them. That way, something like Flaming Brand wouldn't end up as a "Dagger" and it wouldn't really screw around with the whole "use keywords anytime they would be used" because burning someone's face off with a Flaming Brand shouldn't be the same as stabbing them with a dagger.

Make a [gondor] or [shire] companion bearing a hand weapon strength +2 (and damage +1 if that weapon is a dagger.)
Sometimes, cards just have to be changed to give good examples....

While bearer is a hobbit, he or she is strength +2.
While bearer is not a hobbit, this weapon gains dagger.
