The goal of this thread is to figure out what cards to fix, and how to fix them.
The current list of cards to fix is:
Erkenbrand’s Horn: Make only Rohan Followers
The Faithful Stone: Make Unique
Deceit:
Scouring of the Shire: Make Unique
Ithilien Blade:
Relentless Warg: Unique, +2 str instead of +3
Gil-Galad, HKOTN: Once per phase
Namarie: Current idea is to remove an [Elven] token and discard 2 cards from hand.
Ulaire Nertea, Dark Horseman:
If you have any ideas for nerfing these cards, or for other cards to nerf, reply here or put a message in the #errata channel of the PC Discord server.

For Ulaire Nertea, Dark Horseman: "...The Free Peoples player must add a burden to assign..."
Ithilien Blade: Discard the blade to make it work. Maybe leave the exert twice or reduce it to exert once.

I like the Dark Horseman idea.

That might work, though it feels to powerful for me still. Maybe with Madril, DoO nerfed that would work.

"Exert once to wound once" would be actually mightier most of the times (an exception would be against Wormtongue, and other maneuver-skilled minions you need to disable asap). But you're right, I think it needs some other cost to remove the faceroll aspect.
"Exert bearer twice and discard 3 cards from your hand to wound a roaming minion twice" would accomplish that. Or "and discard 2 [Gondor] cards from your hand."
Madril DoO's OP combos would be nerfed for good if his skill triggered at the END of maneuver instead. Roaming effects would still work during Skirmish and Archery (ATitA), but What Are They and Ithilien Blade would need much more fortification / Gondorian Merchant labour to work after their natural course.

So I would say that perhaps a more middle of the road course would work, like
[Gondor] Ithilien Blade
Str: +2
Maneuver: Exert bearer twice to would a roaming minion twice, then discard a card from hand.
This way, they don’t get a strength boost, and can still wound decently with a cost.

Madril already has a nerf in PC Expanded that has been applied:

Not to say that it's the only nerf he'll ever receive, but IB isn't being changed in a vacuum.
