Title: gandalf RB and frodo at cost 0 in starting?

hI, have a question: Can I play Frodo, the older versions, that cost 0 play in starting fellowship not as the Ringbearer for cost 0?? I mean when gandalf or others are RB  ??? I think so, or is that not allowed  ??? ???

No the only Frodo that can be played not as the ring-bearer is Frodo, Frenzied Fighter.

If Frodo has the ring-bearer keyword he HAS to have the ring.
