I personally think he has WAY to many minions.
BTW, the reason I did not post a strategy is because:
1. I don't know what it is.
2. I do not think he has one.

Your (His) starting fellowship is illegal. You will need to start the Elite Rider, then either Hrethel or Theoden, LoS.

Well for starters, 78 is a completely ridiculous size for a deck. I pull off a 90 card deck, but that's because it's Dwarves on one side which draws 4 cards a turn and plays Hall of Our Fathers to cycle through 8 at once and Moria on the other which draws stupid numbers of cards. The majority of decks do not want to be more than 32/32 and most actually want to be 30/30. It seems to me like this is a 30/30 job. If you're not getting through your entire deck in a game, then you need fewer cards or more card cycling.
I would probably play something like this on the [Rohan] side:
FP (30 cards)
Elite Rider (seems a waste not to start him because of his reduction)
Eomer, Sister-Son of Theoden (seems like you want to be healing your villagers as soon as they hit the table)
Theoden, Leader of Spears
Hrethel
Eowyn, Lady of Rohan
Gandalf, Defender of the West
Ecglaf
Hlafwine
Deor
Wizard Staff
4x Rider's Spear
4x Rohirrim Javelin (or Riddermark Javelin which is strictly better if you can get it - you also want Sword Rack for these to be particularly awesome)

4x An Honorable Charge (this is amazing!)
This is a much slimmer and hopefully more reliable build which a very simple strategy - play possessions on your guys to beef them up and win!
Some good ideas for utilising Gandalf better (you'd need 4 copies of him in this case):
- Traveled Leader to get the plains you need for much [Rohan] support
- Obviously Hearken to Me if you can get it
- Any Shadowfax saving you having to use a Horse of Rohan
- G for Grand with Foe-hammer and Measure of Comfort
- Condition discard like Introspection, Grown Suddenly Tall, Sleep Caradhras etc.
- Obviously Leader of the Company is the best splash Gandalf
- Saved From the Fire which is amazingly good, though I suppose [Rohan] could just play Simbelmyne...
I'm not so good at Shadow sides for some reason, but essentially I think the main issue will be losing some excess cards. Definitely think 32 should be the maximum.

Thranduil: Thanks for the advice on the freeps. Unfortunately, my bro doesn't really have anything he can trade to get those Gandalf cards, so we'll have to stick with you're decklist.

Companions in your starting fellowship have to be placed 1 at a time. Theoden gets -1 twilight if you can spot a [Rohan] Man, but Hrethel needs to spot a [Rohan] Man to play. So you can't play Hrethel until you've played Theoden, but if you play Theoden first his twilight cost is [3] not [2] because you can't spot another [Rohan] Man.

It appears that your brother's minion side is a combo of about everything except for corruption.
He has a little bit of swarm, an amount of beatdown, and a little direct wounding.
I'd take out, 1x Frenzied Orc, 1x Howling Orc, 1x Orc Tormentor, 1x Scouting Orc, 2x Orc Miscreant, 2x Scavenging Goblins, and 2x Entrapping Orc.
Actually, with 'freely across our land', he could bring his javelins back a bit. Add 1x Freely Across Our Land, 1x We left none Alive; Eowyn, Restless Warrior; Rohirrim Tradesman, take out the long spears, swords, put in 3x Rider's Spear, 1x Rohirrim Javelin

He wants his minion strategy to be an [Orc] Troll/Orc Beatdown. So throw in 1x Orkish Hunting Spear, 1x Mordor Scimitar, and 1x Horror of Harad, take out Unmistakable Burden and replace with another 2x Isengard Informant

I'd get rid of Expendable Servants and Massed Strength and add in another copy of Dread and Despair.

Ok. That's still 33 cards. I think he should get rid of Unforgiving Depths, the champion orc, and add a Porter troll, Black Gate Sentry, , and a Mocking Goblin

Funny, my bro plays a similar Shadows deck that has the opposite problem... far too few minions. I find in a 35 (with dwarf drawing) card deck, 20 minions is more than enough to just right, depending on their twilight. My bro in a 60 card deck with no drawing capabilities has 17... I edited his deck and made it a 40 card one, with 15 minions. It plays okay now, but it could use some help. But he has to do that.
