Some cards have only promo versions like Anarion, Lord of Anorien (P) (0P58) and Radagast's Staff (P) (0P57)...
I want to know in witch formats they are legal, specially if any is movie block legal.

you can play those special premiums cards, which don't have any normal versions*, in all formats.
*it's quite easier to explain that "normal cards" are from the 19 expansions. they got a number between 1 and 19 befor the letter of rarity (R, U, C and P as well)

I know this isnt exactly on topic but i just wanted to point out that the nomenclature youre using isnt quite accurate. Premium cards are those released in starter decks only, like Aragorn King in Exile or Gandalf Grey Pilgrim etc...
What you are talking about are promo cards. Might be useful when asking around to use right name. Hope that helps.
And as far as i know you can use those cards, theyre perfectly legal.

No those 6 are never legal except in friendly games.

Actually, this isn't entirely accurate. The WETA Collection (Anarion, Bombadil's Hat, Radagast's Staff, etc) are considered part of RotK Block. Therefore, you cannot play them in FotR or TTT Block.

Well, see if there are any changes first. ;) Documentation seems scattered. For example, the LotRO forum has this staff announcement regarding the Weta Collection:
Just a reminder that today is the day to start putting your WETA Collection cards into your Standard Constructed decks. As of today, the Ghan-Buri-Ghan, Radagast's Staff, Anarion, Erkenbrand and Tom Bombadil's Hat can all be included in all applicable standard formats -- namely Standard, Online Standard, Highlander and Culture Shock.
Keep in mind these cards are not part of any Block and so if you include them in a non-Open Fellowship, Tower or King Block Deck they will still be counted as illegal cards.
So was this changed or different for online play?

I don't understand how can those Promo's be King/Movie legal when the characters have resistance icon - the trademark of the post-shadow LOTR.

The Weta Collection might not be legal in Movie block either, based on the LotRO definition (sets 1-10). So it'd be:
Legal in: Standard, Expanded, Open
Banned in: Fellowship, Towers, King, War of the Ring, Hunters, Movie

I think the reality is no one is making official decisions at the moment so just agree with your opponent beforehand.
