Enduring.
When you play Thuringwethil, exert a character.
Maneuver: Remove 2 threats to play a minion from your Discard pile.
Response: If a player reconciles, return this minion back to hand.
I gave her enduring and damage +1, because she is a Maia.
With her minion filtering, she gets the minion you would like to spot (eg. Nazgul...). It is not exactly what you expected, but, although she changes her appearance, she is stilll a (mighty) Maia
Edit: I have removed an ability, as Sop suggested below.

both are OP. with elrohirs, I would say cut the damage, and the one of the 4 abilities.

I like the enduring and the response part. I will modify this.

I think I don't understand a couple of things about this card. 1) Who is Thuringwethil? Why is she a "Woman of the Secret Shadow"? 2) What do you mean by "representing" a race? Do you mean she becomes that race?
I could see all of this design and flavour on the Mouth of Sauron.
Thranduil
EDIT: Just looked up Thuringwethil on Encyclopedia of Arda. All is cool in that regard! 8-)
