i think it should be easy to make a deck around these two cards
Gorgoroth Stormer
Morgul on the March
but i can't think of any other cards to go with them, maybe a ninja gollum threat/corruption deck?

Here something I made quickly:
4x Gorgoroth Stormer
4x The Ring is Mine!
4x Morgul on the March
4x Morgul Brute
2x Ulaire Cantea, Faster Than Winds
1x Ulaire Toldea, Wraith on Wings
3x Streaming to the Field
4x Morgul Destroyer
2x Ulaire Lemenya, Eternally Threatening
2x Ulaire Nelya, Third of the Nine Riders
3x Ulaire Attea, Wraith on Wings
Maybe change the ones in red for:
4x Mordor Fighter
Main thing is that you want to get initiative in your shadow
Or you can use:
4x Disposable Servants or 3x More Unbearable (In this case use Enduring Enquea with some toil cards instead of the [wraith] orcs) instead of 3x Streaming to the Field
In the first case I would put 1 Nelya or Attea less
Try to put in (if you can find space for it:
Put Forth His Strength

yeah more unbearable or some secret art of flame were what i was thinking of for shadow initiative, mordor fighter though, he looks good

I think that I would prefer more unbearable above some secret art of flame. Otherwise you need more Sauron in it. But then you might find more difficulties with Morgul on the March. So I prefer more gulls in it and therefore the preference for unbarable.

Maybe 1 Sauron, the lord of the rings could be interesting with all those burdens and threats.

Ithil Stone could be nice in this deck to get more cards and cheaper minions
