Title: Desperate Move

If  there's no card allowing a move limit + 1 and the FP has moved twice, would the FP be able to make the move limit -1 to prevent Desperate Move  :-k Or since the FP has depleted the move limit he can only watch the SP discarding one of his companion?

That should be fine modifying the move limit, regardless of how much the fellowship has moved.

Correct - the most useful time for that card is after the FP has moved once, but before they move a second time. If they've already exhausted the move limit, there is no down side to making the move limit -1 or -2 or -9.
