I heard that since the rule that the ringbear's skirmish can't be canceled came after the fellowshipblock, that if you play the fellowshiup block you can cancel skirmishes involving the ringbearer.
Is this true?

Unfortunately for those who miss the "old days", the official rule is that skirmishes involving the Ringbearer may NEVER be cancelled.
That being said, until things pick up and the PC starts holding official "championship level" events, play the game however you want. The most important thing right now is for there to be an increase in the number of players, so as long as you and your opponent (or all players at a tournament) agree on how things will be played, then by all means, go for it!!

Even though that's the official ruling, on GCCG with FotR/TT we've been allowing RB cancel. Cards were intentionally made to allow it, and the ruling was made around Reflections because of ARB's.

The ruling wasn't made purely because of ARB's though. Sure, they helped make the decision easier, but honestly, being able to waltz into Site 9 and not have to worry about your RB dying because you've got Filibert Bolger out really does take some strategy out of the game - all of a sudden you've only got to survive until Site 8 instead of 9, know what I mean?
Decipher made the ruling both because of ARB's and because it was easier than issuing errata for multiple cards.
In fact, Reflections did not release until May 12, 2004, while Decipher released the first CRD after the Comprehensive Rulebook 3.0, issuing a clarification of OEG!:
ยง O ELBERETH! GITHONIEL! 2 R 108
As skirmishes involving the Ring-bearer cannot be
cancelled, the skirmish action of this condition can
only be used to take off The One Ring.

Fair enough. All I'm saying is that when I've been playing FotR/TT with people, we are "stepping in to the past" and playing it as it was played "back in the day." So this would be a player group decision. Out of the large group of GCCG players, we've been allowing RB cancel in those two blocks. True, cards like Filibert Bolger can be excessively powerful, but when you are playing FotR block, you also get to have X-ed cards like No Stranger to the Shadows, Sting, etc. which were later deemed OP. It's a different playing field.
