If you have the Throne of Isengard, can you play Saruman to make himself fierce?

Yes, that's fine. By the time you spot a minion with Throne of Isengard, Saruman is in play already, available to be spotted.

Something Draws Near and Roll of Thunder come to mind. Not that RoT isn't useful in general, but maybe there's a better way to tech against whatever deck you're facing?

Yea pretty sure; I don't generally run Gandalf either, but I think I can handle Saruman. It's just with the all the Radagast/Alatar/Pallando Deceived cards, the throne can be quite powerful. Possible 4 fierce damage+1 wizards hurt :( lol

They are pretty ugly, but all you need to do is run something like seclusion or newly awakened to take care of the deceived wizards.  They are still conditions.
