Looking at the Gandalf cards, I see some that work well with Theoden. Especially Hearken to me (4R94). Maybe also: Citadel to gate (7R33), Light the beacons (7R43), King's advisor (7U42), Let folly be our cloak (1U77), Brego (4U263), and Horse of Rohan (4C283). I'm relatively new to the game, and I have never made a Rohan deck before, so maybe you can help me make a card list for a strong Gandalf/Theoden free peoples player??? Thanks!!!

Theoden, Ednew and Erkenbrand's Shield are working both with Gandalf. Just for you to know.
Maybe you find some Decks in the Lothlorien Board.
Keep in mind that Rohan needs Healing, codition Discarding and threat removing - all provided by Gandalf.

After making my post, I saw this card list which was helpful: http://lotrtcgdb.com/forums/index.php/topic,469.0.html

I just finished making my first real life Gandalf-Theoden deck. It definitely still needs some work, but here it is:
- Frodo, resolute hobbit
- The one ring, the great ring
- Gandalf, leader of men (starting)
- Theoden, lord of the mark (starting)
- Gamling, dutiful marshal
- Horseman of the North x2
- Eomer x2 (I can't decide between Keeper of Oaths and Valiant Warchief!!!???)
- Eowyn x2 (I can't decide between Daughter of Eomund or Restless Warrior!!!???)
- Firefoot, Eomer's steed
- Rider's mount x4
- Brego
- Eowyn's Sword, Dernhelm's blade
- Eomer's Spear, trusty weapon
- Rider's spear x2
- Herugrim
- Rohirrim helm x2
- Riding armor
- Rohirrim shield x4
- Riddermark javelin x2
- Rohirrim javelin x3
- hearken to me x4
- Arrow-slits x4
- rush of steeds x2
- sword rack x2
- Parapet
- Let us be swift
(I still want to add some Gandalf stuff like Salve, but I have to buy more of those first...)
(It's also very big right now, but maybe after playing with it I will see what needs to go)

Really? That seems like it would rack up a lot of twilight - 2 to play the guy that gets killed, 3 to play saved from the fire, plus whatever twilight the three possessions cost... wouldn't it be better to just have a cycling minion side so that you draw lots of your possessions each turn?
-
Saved can be an option - especially for a Gandalf Rohan Deck. I for my own do not like saved from the fire. But many do - and that is legitim. It is a really strong card that provides any cards you need. For Pool questions, you culd play some Our Time.

Yes, this card makes me very excited. Unfortunately my real life collection of Treachery & Deceit cards is almost non-existent...

Saved From the Fire on a guy like Elite Rider really helps for a quick set up.
I was just thinking, Saved From the Fire might be good in my Ent Spam deck, which starts with 6 or 7 companions, so I won't shed a tear if I have to kill one off... But then I'd have to have Gandalf in my deck, and I would have to pay 4 twilight to play him, so maybe that's not such a good idea...???
