Does Saruman's Power discard only freep conditions or minion conditions as well? What about in a multi-player game, are everyone's freep and minion conditions discarded, even those players uninvolved in the current skirmish round?

Saruman's Power discards every Active condition. That is, it will discard the Shadow Player's Shadow Conditions and his or her opponents' free peoples conditions. On the free peoples' side, check out Grown Suddenly Tall and Sleep Caradhras for similar fun.

Yes, those would be active as well. Good way to hamstring your opponents and make plenty of enemies in a multi-player game.

It says "all conditions". As ket says, this implies "all active conditions". During your turn, your Free Peoples cards and each opponent's Shadow cards are active. During your Shadow phase, your Shadow cards, the Free Peoples player's cards and all other Shadow player's cards are active.
