I have a feeling this may have been done before, but oh well.

(7) *Gothmog, Wielder of the Black Tide [Sauron]
Minion * Orc
Strength-13
Vitality-3
Site Number-4
Champion. (While bearing a hand weapon and skirmishing a non-Champion character, an opponent may not play skirmish events.) Damage +1.
While Gothmog is exhausted, he is fierce and strength +3.

(4) *Aragorn, Wielder of the Unbroken Blade [Gondor]
Companion * Man
Strength-8
Vitality-4
Resistance-8
Champion. (While bearing a hand weapon and skirmishing a non-Champion character, an opponent may not play skirmish events.)
For each wound Aragorn has, unbound companions are resistance +1 (limit +3).

(4) *Gandalf, Wielder of the White Fire [Gandalf]
Companion * Man
Strength-8
Vitality-4
Resistance-7
Champion. (While bearing a hand weapon and skirmishing a non-Champion character, an opponent may not play skirmish events.)
While Gandalf has two or more wounds, your [Gandalf] spells are twilight cost -2, and each time you play a toil event or condition, you may heal an exhausted companion.

I think you should change it to artifact instead of hand weapon.

No, artifact is too unwieldy. I just took away half of the bonus: now it just denies the opponent of skirmish events.

I dunno, the keyward still seems very OP and NPE.

I don't mind the keyword in principle, I'm just not really sure why it cares about only hand weapons. Gothmog doesn't really use a hand weapon in the move (he uses a spear to kill Madril but that's someone else's spear!) and Gandalf, Wielder of the White Staff should clearly be for his staff, not Glamdring. To be honest, I think you should just remove the restriction for having hand weapons, or make it possession or artifact.

Also, that Gandalf is exceedingly powerful - does he really need the toil heal ability?

I'd drop the toil heall, and as long as where speculating, so could make champion while bearer bears s specific possession, than it would be harder to get and not as NPE.
