Basically, take control of a site or two as early as possible using Siege Troop, Troop Tower, ect and get lots of minions stacked on it with Gorgoroth troop, the main minion being Gorgoroth Pillager, making all your besiegers fierce. Hopefully by site 7-8 you'll have at least 2 sites controlled and 3-4 minions stacked with 3-4x orc banner, troop tower, troop walkway, and encirclement out. All your minions are twilight cost -1, all strength +5 or 6, and all fierce. With any luck you can drop 4-5 minions, and each time one wins a skirmish, all the others are strength +1 for each orc banner, so some overwhelms are sure to come :D Its pretty week vs direct wounding and condition discarding, which happen to be the two most popular fellowships XD But, if it works it kills. One game I had ~96 str vs the RB at site 8, it was funny.

Doesn't seem to have enough minions (or a good ratio at least). It is funny because I was helping Muaddib with a besieger deck tonight too!

I'll add more when I am not posting from a phone.

I have never been a big fan of Siege Troop in a [Sauron] site control deck (I do use him in Dunland or Uruk site decks).

[Sauron] has enough options for site control...Troop Tower can be recycled with Gorgoroth Agitator.

I don't think Orc Banner is a really good card for the deck...I would rather see four more minions in those spots...Gorgoroth Soldier, maybe?

One copy of Encirclement should be enough. If you are only going for two sites, why do you need more than one copy?

I'd like to see two copies of Their Marching Companies and more cards to generate threats. Gorgoroth Agitator (as mentioned), Ulaire Cantea, Faster than Winds, or Captured By the Ring are all great options. Gorgoroth Engineer too.

Orc banner is a must, this deck is pathetic without it. With all the minions fierce and winning skirmishes, they get big quick. That is also part of the reason for Siege Troop, big minion who can win a skirmish, hopefully with an overwhelm. It is 21 minions/36 cards, so the ratio is decent. I will definitely add a couple of agitators, and maybe some engineers.

For [8] invested in Siege Troop, you've just played a minion that will be the Fellowship's main target. Gondor Bow, Ranger's Bow, Blade of Gondor, direct wounding, Eowyn, Lady of Rohan...those are all things that destroy your [8] cost minion. Wouldn't you rather play two [4] cost minions anyways? Or a guy who gets big like Orc Slaughterer?
