Oops, fixed a little. Condition would be preferable. It would be 4 twilight.

I think a Maneuver event would be broken as Dwarves choke enough as it is. Playing Heavy Axe in the Maneuver phase!
If you make it a condition, I would give it Toil 1

That card does too much if you increase the move limit. Plus, move limit increases is not something that [Dwarven] is supposed to have.
Think about this flavor-wise. Dwarves are well-armed. So playing possessions makes sense.
You could do this:
[3] •Well-Armed [Dwarven]
Condition • Support Area
Each [Dwarven] hand weapon is twilight cost -1.
Something like that?

I think it's a cool idea, but it's too repeatable. Dwarves like exerting effects, and so I would probably look at a card like this:
[2] Well Armed [Dwarven]
Condition • Support Area
Maneuver: Exert a Dwarf to play a [Dwarven] possession from your hand.
Or I might make it regroup to minimise its potential for choke. Or perhaps it should cost [1] or (0) and discard for the effect.
Also, [Dwarven] tends to deal mostly with the discard pile and it's a shame that this card doesn't.
Ket's most recent offering is a different direction, but also a very interesting [Dwarven] ability.

Nah, doesn't work. The goal is to get around the rule of four... Gimli, OG and possessions. And I don't mean the card allows an increase in move limit, but I mean it makes the free peoples move again, whether or not the want it, to ensure the added twilight is used. AH, this! Allows a shadow player to play a minion from their discard pile, (or deck if there are none in the discard pile) (along with the one twilight addition) each time a possession is played.

So your goal is to subvert a rule? Doesn't seem very likely. Regroup phase would be your best possibility.

Yeah, maybe. But I'm trying to subvert a rule at a high cost. Name a rule that a card hasn't subverted. (including rule of four!)

Well, the original cost of adding [1] doesn't seem like a high cost at all. If it was in the regroup phase, that would make more sense because then it is at the cost of not moving again. Plus, if it is during regroup, that means you went the turn without the card.
Notice cards like No Pauses, No Spills. That draws up to four cards. However, you could have four copies of Reckless Pride and draw 16 cards during the regroup phase throughout the course of the game. It wouldn't be as useful, but it is still a possibility.
