Use it with the Gandalf card that allows you to heal an unbound companion up to 3 times.

Nah, it's something else...

It has a picture of Aragorn and Gandalf talking at the beginning of 2 towers.

The problem with Down From the Hills is that it relies on one key companion and then exerts that companion three times. Granted, with Gandalf's Staff and Narya, Gandalf can be six vitality (throw an Ent Draught on there if you want) but the danger is that if you use multiple copies of that card in your deck and Gandalf gets killed, then you are #$&*@! out of luck. Sure, it has expanded application with Sent Back and Borne Far Away, but it is still requiring a lot from a key companion.

Furthermore, there are not that many great companions with the Gandalf signet. Aragorn, Ranger of the North, Aragorn, Heir to Elendil, Boromir, Defender of Minas Tirith*, and Gimli, Son of Gloin are kind of the only ones that would be worth using that card in conjunction with. Maybe Legolas, Prince of Mirkwood if you are playing against [Ringwraith] but that is very meta specific. Eomer, Rohirrim Captain should probably be added to this list.

And using that card on Gandalf himself is probably not the safest idea as he can still be wounded during the regroup phase.

All-in-all, the card is neat and has probably been used a few times successfully. But that event requires too much effort to play for the benefit.
