Title: Uruk-hai are not roaming?

Let's say we have this scenario. Current site is Hollin. SP plays Shagrat, Captain of Cirith Ungol and Advance Scout.
SP uses Advance Scout special ability: Exert or discard this minion to make each [Sauron] minion roaming.
 The question: Is Shagrat roaming?

This is similar to: Nazgul bearing a ranger fortification (making him roaming) and Bill Ferny being in play at the same time.

I think that both Nazgul and Shagrat are not roaming, but I'm not sure, hence the post.  ;D

The "not" situation takes precedence (not roaming).

There was an article about that in a German magazine called "Kartefakt" a long time ago. They were talking about missunderstandings of permament abilities in LotR like Faramir's Sword and Bill Ferny. In most TCGs like Yu-Gi-Oh, the card played last keeps it's ability, but here it's something different, cus' Faramir's Sword has a "triggering-permament ability" which is special, but

Yeah, this very special about permament effects in LotR. See, when you play Yu-Gi-Oh, there's a "trap" card saying: "Negate the effects of all trap cards except for this one."
So, your opponent can play the same card, but the effect is negated.
Not so in LotR as it seems...
