When this card was made I couldn't believe it! I was just wondering what in your opinions would make this card "unbroken"? In my mind if it said "To play spot an elf." and also was only a fellowship action that could be used to discard conditions then it would be okay.
I think it could still be -3 if in your starting fellowship as long as you spot an elf. This card basically gives any culture condition removal.
I think it would be better if it were only a fellowship action, because then you would be forced to decide if you'd need the events or if it would be better to discard the conditions.
I don't think it should allow for the discard of possessions.
Anyway, other thoughts?

And one statement: GLR is good, but not unvincible and easy to kill: Play Dessert lord, exert her twice and play Bill Ferny for the kill. Or don't use conditions or possesions at all (Nazgul with Morcs)!

Um, who uses Desert Lord with Bill Ferny, unless you're building your deck around killing that one companion?
Anyway, I've been working on a list of errata for all X-ed cards (to use with my friends and family) and here's how I have Galadriel, LR's game text:
When Galadriel is in your starting fellowship, her twilight cost is -3. Regroup: Exert Galadrial and discard an [ELVEN] event from hand to discard a Shadow condition or Shadow possession.

I can't think of a way to fix the card. Spotting an elf is somewhat redundant as, let's face it, my dwarven deck isn't going to many [elven] events anyways. If you do want to make it legal, leave the cost the same and weaken the effect.

And in Standard she would be way, way, way OP. With the brothers and Cirdan you can whipe out everything and nuke every threat that is coming your way....
So leave her where she is at her best: in your binder.
