Here is what Wikipedia says:

Each set also had two sixty-three card starter decks containing two copies of a promotional face card, three random rares and sixty fixed commons/uncommons (sets 5 and 6 had sixty card starters with three alternate image rares in place of the random rares).

What is the normal amount of uncommon cards per starter? I've checked 2 starters, appart from the sites, one had 8 uncommon cards, the other one had 3.

I believe it varied from set to set, and depending on which starter deck you got.
They were fixed though (meaning that they had the same cards in them, unlike a booster pack). So if you have two of the same starter deck (like two Gimli Starter decks from Mines of Moria for example) they would contain the same cards, with the exception of the 3 random rares.

It should also be noted that this was not the case for Battle of Helm's Deep and Ents of Fangorn. Those starter decks each contained the exact same cards in each version of each starter deck. Instead of 3 random rares, each starter contained 3 fixed Alternate Image rares.

Somehow I feel like I'm not being clear here though =)
