Hi!
Can an orc stacked on Goblin swarm can be spotted (thus allowing the Barlog TOFaS to play for less)? I suppose yes but would like a confirmation from you "rule gurus" out there...

No. Stacked cards are not active and so cannot be spotted (unless it's specified you're looking for stacked cards like Battle Tested).

Stacked cards cannot be spotted (see question 1 here (http://lotrtcgdb.com/forums/index.php/topic,4533.0.html)). If they could, you could play Deep in Thought using your Gandalf stacked on Ever My Heart Rises.
