Title: Power and Terror / Fouth Things Combo???

If I play Foul Things to get Balrog from my discard pile, then can I play Power and Terror to reduce his cost all in the same turn?

One or the other. The both have Shadow:

Not the same but a related question (or some questions): At The Bridge of Khazad-dum, I MAY play the Balrog from hand or my draw deck if I want - I don't have to since it is a Shadow: action, is this right?

Then: If I play the Balrog, it's twilight cost is –6. If it is The Balrog, Terror of Flame and Shadow (P), and I already played a [MORIA] Minion, is its twilight cost reduced by additional –3 (for a total of –9)?

EDIT: I am refering to the Bridge of Khazad-dum from the FOTR Set. Didn't know there was a new one.
