When I use Dark Aproach to play Ulaire Toldea, Black Shadow, can I exert him to get the same Dark Approach back? I think so, but I'm not really sure.

The "playing a card" summary in the 8/13/07 CRD has the full details, but the short answer is no. At the point Toldea is using his text, the Dark Approach used to play him is still in the void, not the discard pile.

This is correct. DA is in the void when Toldea's ability is triggered, and therefore that DA cannot be taken into hand as it is not yet in the discard pile.
