So I'm going to flip through TTT and RotK and find some random inspiration for cards. I haven't done this in like... forever.
[3] *The Stone of Erech [Gondor]
Condition * Support Area
Toil 2. To play, spot a [Gondor] Man.
Each time you play a [Gondor] tale, add a [Gondor] token here.
Response: If you add a token to another [Gondor] card, reinforce that token. Remove a token here or discard this condition.

Event * Maneuver
Spell.
Exert Saruman to make each unbound companion of strength 6 or lower strength -1 and resistance -1 until the regroup phase.

Condition * Support Area
Weather. At the end of each phase, you may exert your [Sauron] minion to make the twilight cost of each Free Peoples card +1 until the end of the next phase.

Assignment: Spot a minion with the highest strength and exert Eowyn to assign that minion to her. Shadow players may not play skirmish events or use skirmish special abilities during that skirmish.

(0) Upon an Errand [Gollum]-Shadow
Event * Skirmish
Spot Gollum to make him strength +1 (or to make Smeagol strength -1) for each minion of another culture you spot.

i like your Eowyn - with the right cards in hand or play a nice way to beat up their best minion

Saruman may not take wounds during the archery phase and may not be assigned to a skirmish.
While you can spot X [Isengard] minions, each [Isengard] card gains toil X.
Regroup: Exert Saruman to play an [Isengard] minion from your discard pile.
