City of the Trees
Celeborn, Lord of the Galadhrim

Which will trigger first? Or the freep player can choose the one which will trigger first?

The free people player may choose first. I could citate from the Rulebook, but maybe someone else wants to.

It is always the Free Peoples Player who may choose in simultanly triggered situations.

These are both optional actions triggered at the same time.  Such actions are taken using normal action order (taking turns starting with the FP).

this means that the FP can order these as they like, with the SP having a chance to use one of his optional "start of skirmish" actions in between
