Here's the best deck I could build with the [sauron] cards I had lying around.

Gorgoroth Troop x2
Great Hill Troll x4
Gorgoroth Assassin
Orc Captain x2
Gorgoroth Agitator x3
Gorgoroth Engineer
Gorgoroth Sapper x2
Gorgoroth Keeper x2
Orc Fighter x4
Ithil Stone
Grond
Encirclement
Morgai x3
Their Marching Companies x3
Great Siege-towers x2
Tower Walkway

Total: 33

It's a little different... Morgai, I find, is actually a decent way to get the first site. I could add seige troop, but I don't know if it would help. I have had some success with this deck, and I consistently get 2-3 sites.

Frankly, I don't think it is worth running Besiegers without three copies of Troop Tower. Just my personal opinion.

Where is the Gorgoroth guy who prevents wounds? Gorgoroth Soldier, maybe?

Needs some more ways to control sites. Mordor Pillager maybe? He is low-budget.

Din of Arms!!! 2+ for sites.

Ologhai of Mordor and Abomination of Sauron instead of 2 Great Hill Trolls.

All other things are depending on your style. Siege Troop, Beaten Back, hm... there was a cheap miniature of Orc Fighter if I am remembering correctly...

Try the BoHD-EoF people, they do well as substitutes

Siege Troop is a must

ket- I'll probably try to make some more rare-intensive builds, this is just something I can currently make with real cards. This won't be a great deck, but I'm just trying to make it workable.

legolas- I don't think siege troop will work. By the time I have a chance to play it, it will be too late for the deck to use the site effectively.

Actually, my problem right now isn't as much getting sites as it is finishing off the Free Peoples player. What's the best way to take advantage of the sites I control?

Agreed. I was also skeptical at first but I played besiegers a lot and was very often able to play siege troop early. At the first sites, a 20 str minion may mean a dead companion or at least a stop (and you get a site as a bonus!). Great card...

The problem is, my free peoples like to go second to make sure that I get crashed gate not some other site 5. Which makes it impossible to get a site at site 2.

You could go first and then not double to three. Or, you could splash Follow Smeagol.

The reason most players pair site control with something that can bid and start first. Self-choking from site one is not a good idea. Crashed Gate can be avoided anyway, so no guarantee on a controlled site there either.

I do think you need more site control in this deck. Morgai x3 and Great Gate is not enough. I know you say low-budget, but that'll be hard to make competetive. Strong besiegers are pretty rare-heavy. Troop Tower nearly has to be included somehow.

With no Sauron I would remove the Ithil Stone.
