Isn't using the special ability of Anarion technically combining phase actions, which is not allowed?

I don't know if it technically is not allowed but common sense says it works. What is the difference between Burning of Westfold and Anarion? It's not because it's an event that it shouldn't be allowed.

The only way to use his special ability is to combine it with another phase action. I'd say that is what makes it an exception to the usual rules.

It isn't combining. When you use an event with Anarion, you are not "playing an event," you are using Anarion's special ability, which says, Play a Gondor skirmish event to get the -str bonus. Thus, if you just "play an event" a minions str is not reduced. You have to use Anarion's special ability for the -str bonus to activate.

I sort of understand your distinction.
How about this:
Perhaps a clarification is that having a phase action "invoke" another phase action is ok, but trying to use to use two distinct phase actions (neither of which "invoke" the other) at the same time is "combining" them, which is not ok.

In addition to making a minion strength -3, you get the bonus of playing that particular strength pump. So if he has a Sword of Gondor (strength 9) and you play Dagger Strike with his game text, he becomes strength 11 and the minion is strength -3.
