Title: City Gates and Swept Away

Which card's text applies first?

I think that when you move, you first add the threat for Swept Away, and then if you moved to or from City Gates, you add or remove the 3 threats.

I just wanted to make sure this was right.

"moves" happens before "moves to".   So adding a threat with Swept Away happens first.

In essence City Gates gives perfect timing from Wraith decks. Most would be full of threats anyway, and you get to drop 3 (net -2) the next turn.

Order:
"moves from" then "moves" then "moves to"
