yes, and it doesn't work if you control the site, cus' then it's not active in your support area.

From the rules:

active
During your turn, only these cards in play are active:
• sites on the adventure path,
• sites in any player’s support area,
• your Free Peoples cards,
• your copy of The One Ring, and
• your opponents’ Shadow cards.
All other cards in play are inactive. Inactive cards
are not affected by the game and do not affect the
game. Any tokens on them are ignored (such as
burdens, culture tokens, threats, and wounds).

This effectively means that you can spot a site in your support area and thus use Fleet-Footed text.

If you are the Shadow Player, and you control a site, then you can spot a site in your support area.

Burn Every Village comes to mind as an event that spots a site you control.

If you play elves as fellowship and let's say [Sauron] besiegers as Shadow then you can take control of the site with your shadow and you during your fellowship phase, that site is still active and you can spot it. You could indeed stack Fleet-footed on top of your draw deck by spotting a site your shadow controls in your support area.
