Title: Free companion question

Hi all,

Can I play a Frodo, Son of Drogo together with Bilbo, Bilbo, Bearer of Things Burgled as my starting fellowship and make Bilbo the RB and Frodo as a companion with twilight cost=0?

That's blocked by "If a character other than Frodo is your Ring-bearer, you cannot play any version of Frodo with the Ring-bearer keyword during the game."
