Title: Ulaire Nelya at Ford of Bruinen

I have played FotR block just a few times and I'm not sure how this works.

Let's say my the free peoples player moves to site 3, Frodo's Bedroom. The shadow player plays Ulaire Nelya, LoM. He uses Ulaire Nelya, LoM text to play his site, Ford of Bruinen. Is the twilight cost of the next nazgul played lowered by 5 as Ford of Bruinen says or is Ulaire Nelya, LoM considered as being played at Ford of Bruinen?

Nelya was played at Frodo's Bedroom for full cost.

After the site is replaced, the first Nazgul played at Ford of Bruinen will be -5.

That is very interesting -- had never really thought of it. I would have to agree with MuadDib. If it was worded as the "first Nazgul at site 3" or something, then no. But in this case it seems rather clear.
