Mental block: with FOTR sites like Rivendell Waterfall, Bree Gate, do you have to start your fellowship phase at those sites in order for the move limit to be +1, or does it work when moving to/through them? I presume that's the case, since the action isn't a fellowship action, but it seems too good...maybe just intended for fellowship block, my bro & I are doing that illegal movie block site mixing thing again...sorry  :roll:

If you have been at that site during your turn and met the requirements then it applies for the rest of the turn.
