Split my BU Mill deck into this BU Discard Megrim deck. I will sort out the Mill deck later.

No Thoughtseize? No Hypnotic Specters? Try those. Also, The Rack is awesome. Most people vs Megrim can just empty their hand each turn before you cn discard them, and Megrim stops working. So drop The Rack.

I'd definitely loose Mindstab for Thoughtseize. Also, most decks tend to be BG, so you can play with Birds of Paradise (turn-two Hypnotic Specter? OUCH) and have Tarmogoyf as a secondary way to win (and believe me, he gets BIG). Also, I'd advise to playing Smallpox and Augur of Skulls.

Goyfs are awesome. Though I'm not completely sold on Mutavaults.

In this deck, Mutavaults are not REALLY necessary, I'd play Treetop Village over them (the BG deck, I mean). The Rack is enough to do quite some damage, Goyfs are just finishers. And Treetop not only beats harder, but tramples, so regenerating chump-blockers won't be much of a problem.

Liliana costs 5 mana, and takes forever to load up. I'd play no copies of her at all (or a singleton if you REALLY want to play her), and as for Mounrwhelk, only THAT good with Makeshift Mannequin, otherwise I'd go and play Noggin' Whack or anything like that. I'd also play 1-2 MAINDECKED Extirpates, and of course a set of The Rack.

I disagree with F_M. I pack usually 2 Liliana, and after dumping the hand with other methods, drop Liliana to make sure that the hand stays empty with virtually nil effort from you. If she goes off, that's nice, but not the point.
I also think that UB disrupt is a good deck to run Liliana in combo with, as you can pack counters + Liliana and dump a hand, then each turn, if anything comes out, it gets countered.
In fact, I'd pack more Dismal Failure for this reason, over (F_M's gonna kill me...) Smallpox.

That's exactly the problem, unless you blow up his lands, Liliana isn't gonna do squat, since he'll just go and cast whatever he's drawn. Liliana is sorcery speed, unfortunately. Also, since the opposing player will be playing cards and not only stand there looking at you, you can count on his hand to be empty (if you pack Thoughtseize and Distress, so you can pinpoint get rid of draw spells) in about 4 turns. Assuming you DO hit a land drop each turn, you STILL won't have mana to cast Liliana, but on the other hand if you dropped 1 The Rack and a Tarmogoyf, your opponent is probably by now below the 10 life points range (and this is NOT counting Megrim action), so Liliana won't be necessary. I would advise, though, to playing Chameleon Colossus, so players can't keep chumping Tarmogoyf with Bitterblossom tokens, or to figure a way to make red mana as well and pack Firespout (then you can kill not only Faeries, but ALSO annoying Kithkins). This would make the deck much more resilient, since the biggest problem with dedicated discard is that if an aggro deck vomits his hand on the first 2-3 turns, there's not much you can do afterwards, and Damnation is not as versatile as Firespout (which won't kill your Colossus, Goyfs and/or manlands), while costing more.

I finally played with this deck and The Rack did most of the punishing, but it takes WAY TOO LONG. I'm considering a Garruk/Fertile Ground accelerator, with the possibility of an 8/9 Goyf with Trample when he is ready.
No crits meant I get pounded constantly. I need Firespout in there.

Which is why I suggested making discard a BG deck instead of a UB one in the first place. ;) lol

It is, I've gotta admit. But then again, 3-colored decks are not so hard to pull off nowadays.
