Title: Isildur, BoH and Spirit of the White Tree

Simple question, for a card like Spirit of the White tree, would skirmishing costs for a non- [Shire] ringbearer like Isildur BoH count a the shadow player adding burdens or is it the freeps that are adding burdens?

For the case you mentioned, the Free Peoples player adds the burden.
