With You Cannot Pass! I may prevent minions from being fierce by simply spotting Gandalf in the maneuver phase. May I use this event on minions who are not fierce (yet)? As there are some ways for minions to get fierce after the maneuver phase (by winning a skirmish etc.). The question is if You Cannot Pass! exactly does what it says ("All cards do what they say") and you may use it on any minion, regardless of it being fierce, maybe becoming fierce or not being fierce at all (for reasons of precaution).

It is a poorly worded card as it is just the second set. It should read:
Spot Gandalf bearing a staff to make a minion lose fierce and prevent that minion from gaining fierce until the Regroup phase.

OK, but then it doesn't work on minions who aren't fierce in the first place?

Yes. It works on minions that are not fierce to begin with. Or so I assume. I wouldn't bother with You Cannot Pass! anyway. Gandalf with his staff is enough to deal with any fierce minion already.
And usually only 1x copy of Gandalf's staff will be in your deck, so chances are you'll draw You Cannot Pass! before the staff, or maybe even before Gandalf and just clog your hand with it for the entire game anyway. Not worth it.
