Can follower be placed on a companion of a different culture?

Ex. a [Rohan] guy on Smeagol

yes, unless the card clarifies otherwise.

There are no restrictions on the bearer unless it specifies on the card (except obviously FP followers are borne by companions and SoS by minions).
