Title: Between Nazgul and Prey

I run a deck with Enquea ToTO and BNaP. Then the other day, my opponent played nothing but Ring-Bound companions.

Am I still allowed to use the event, just to exert him?

It has been a while since we played, but for some reason I remember that I used to do it. Something along the lines of "do everything before the word "to" first, then resolve the rest". Am I correct?

It's called "play for no effect", yes you can.

you can always pay a cost, and if you can't complete the effect, oh well. similar situations sre also acceptable: like elven sword where you use the ability while bearer is not the companions skirmishing, in order to cycle cards.

Good, I remembered correctly. (Sadly, we decided not to do it, so this will be a nice surprise for him next time.)
