Title: Loyalty Unshaken

One quick question:

Loyalty Unshaken allows you to stack two cards from hand on it. Is it permissible to stack only one card on it (in which case I would have expected it to say "up to two"), or must you either stack two cards or none?

Yes, it's 2 or none.
