Does Hobbit Farmer's ability work in OPEN too?  Or does it only work in movie were there's actually site numbers?

It should only work for Fellowship block sites.  Towers and King sites have their own respective symbol and the sites from Shadows and later all have no numbers.  So Hobbit Farmer can only play a numbered site 1 without a Towers or King symbol and those are Fellowship sites.
