Title: Can anyone tell who's signature this is?

I never really "got" signed cards.
Came across this one in a collection that I bought. I don't even remember which collection it came from or I would ask the person I bought it from.

Though the name might look (or look close to) something that someone recognized.

Sean Smallman.  He was one of the "Black Riders" who promoted the Black Rider tour for Decipher back in the day.  Here's some more info:
