My first question is about skirmish abilities, specifically on Orc Cutthroat. Am I correct in assuming I can use his ability even if the current skirmish is with a different minion? Obviously skirmish abilities like Merry, Friend To Sam work outside of his skirmish, but I can't remember if there was a rule that says something like "you can only use skirmish abilities outside of this skirmish if it effects this one".
My second question is about Galadriel, Lady of the Golden and the "new" site system (Shadows and later). If the next site hasn't been played yet, can I exert her to play my site if it's a forest using the current site system? What about if the next site HAS been played and it belongs to me?

In respons to your first question, you can only use the cutthroat while he is assigned to a skirmish and that skirmish has begun. Hence the words: he is skirmishing, otherwise he would be just assigned.
The second one: you can play the next forest site no matter what.

Correction: You can use Orc Cutthroat's ability during any skirmish, however the effect (wounding a companion) will not occur because he is not currently skirmishing anybody.
This sort of tactic is useful if you have multiple [Sauron] Orcs that are going to die in their skirmishes anyway, and you want to prevent the FP from taking advantage of cards that key off of companions winning their skirmishes.

New question: can I only use Paths Seldom Trodden to replace a site that belongs to the current FP player?

You can use it to replace any site the active fellowship currently is at, no matter if it belongs to the current FP player, you (in this case 3 twilight is removed and nothing happens) or, in a multiplayer game, any other shadow player. By the way: this card is errataed to replace sites only when Fellowship block site path is used.
