This deck is an "answer deck" to this thread: http://lotrtcgdb.com/forums/index.php/topic,7147.0.html
I took the core of that deck and added Smeagol to help kill minions and allow for double moves.
Ring-Bearer:
Frodo, RA
The One Ring, ATAR
Starting Companions:
Sam, GEW
Pippin, SF
Merry, FTS
Smeagol, Slinker
Companions:
3x Bilbo, ARB
Possessions:
1x Sting, WOH
4x Hobbit Sword
Conditions:
4x A Promise
4x Everyone Knows
4x Herbs and Stewed Rabbit
3x Fates Entwined
1x Gladden Homestead (would like to fit a 2nd copy in)
1x Escape
1x There and Back Again
1x Little Golden Flower
Events:
4x Don't Follow the Lights
The main difference between this deck and the halfling power deck is the killing power of Smeagol. Herbs and Stewed Rabbit make him dmg +1 while you can spot Bilbo (possibly dmg +4) and also buffs his strength. Don't Follow the Lights lets you discard any minion if he wins a fight. The deck loses Scouring of the Shire (as it doesn't help the Smeagol conditions), but gains Gladden Homestead to bounce shadow conditions (quick question: can Gladden Homestead spot itself when you play it?). I had to cut several of the hobbit-boosting cards, but Smeagol himself is a pretty good fighter.
