As far as base sets go, I'd say it's a tie between Return of the King and The Hunters. They're both pitifully bland. And because it basically ruined the fun of the game, !Mount Doom is my least favorite expansion.

I would probably say reflections-not that it doesn't have a lot of cool cards, but I really dislike the notion of non Frodo ring bearers and characters who have been long dead entering the game. Then again I have only played movie so I don't know how it is after that.

Return of the King (base) and a tie between Black Rider & Bloodlines (expansion); RotK is the first step towards the convoluted gameplay quagmire of the WotR block. Hunters block actually quite fun to play in a silly kind of way, so these sets do not qualify for serious consideration in this matter IMHO.

heh? Return of the King? What you guys been smoking. Id say Two Towers as base, very few good cards and techniques in it. As expansion, Mines of Moria, worst set by far.
Best sets by far Rise of Saruman and Realms of the Elf Lords

Mines? How could you possibly discount Mines? Our first Staves, Watcher in the Water, Balrogs, Twilight Nazgul, Mithril Coat, so many epic, in the old sense of the word, cards.
('course, I may be biased; my first starter was a Gandalf FotR box, but for months afterwards all I could get my hands on was MoM boosters....;D)

Mines of Moria is for me kinda only Flaming Brand and the Twilight Nazgul thats it....
I have to say tho that shadows and Black rider have the most useless cards in a whole. The complete URUK HAI cards you can bin, except 1-2 rares. :-|

Ents of Fangorn. It was ok but was really boring. Liked the Balrog and Glamdring but thats it. And I would say ROTK for base set. But I liked the set but just least of the three in movie block.

ROTK had several great [Gondor], [Wraith] and [Sauron] cards though, so it wasn't that bad.

Fellowship of the Ring. TOTALLY ruined the game for me.

As I worked my way down the initial spoiler list, I knew by Dwarf Guard that the game balance would never be the same again.

Fellowship is such a great set, it sucks they stopped making allies after set 9 :-|

I'd have to say The Hunters set. Whenever I see someone whip out a hunter minion, it immediately makes me know that I'm in for a pretty frustrating and boring game. I just didn't like the entire hunter keyword, and some of the strategies that arose with the set (wounding warg riders, hunter uruk-hai, Bill Ferny w/ stragglers, and Not this time! for ninja gollum decks.) Expansion, I'd have to say Bloodlines. It was a waste, and had a ton of weak cards and came with weak deck ideas.

Gotta agree with you on Hunters, man. Also, that entire block was riddled with typos and grammatical issues - from a perfectionist's standpoint, it was atrocious and lazy.
