So I tried finding a discussion about the various rarities in the game and couldn't find one (not to say it doesn't exist, but search kept getting hung up on all the DC discussions, which of course have the word "rarity" about forty times in each post). I've got a list here of all the rarities and their usages that I've been able to glean; are there any I'm missing/misinterpreting?
C Common
U Uncommon
R Rare
R Rare Starter (for those alt-image rares in Battle of Helm's Deep and Ents of Fangorn)
R+ Rare Plus (Used in Reflections, always foil)
RF Rare Foil (Used in Shadows and beyond, part of the "Legends" series, always foil)
TF Tournament Foil (presumed always foil)
S Starter
P Premium (essentially same as Starter pre-Shadows)
P Promotional
O Legends Masterworks (is there another symbol for this as well? see 13O3)
M Oversized
D Decipher Online Only (see 0D16 - 0D24)
D Promotional (seems to be the same as P except used only for Decipher Online prizes, see 0D1 (http://lotrtcgwiki.com/wiki/lotr00d01) - 0D8 (http://lotrtcgwiki.com/wiki/lotr00d08b))
W Triumph and !Menace Series for LotR-O
SPD Saint Patrick's Day (only 0SPD1, 0SPD2, 0SPD3)
AFD April Fool's Day (only 0AFD1 (http://lotrtcgwiki.com/wiki/lotr00afd))

Those are all that I can think of off the top of my head as well.
The "O" ring symbol was the only official designation for Masterworks foils, though they might be referenced as 13MW1 (for example) on rare occasions.
The Premium P cards were the cards that were found only in that set's starters, like the Starter S cards starting with Shadows, but were limited to 2 copies per starter of the main character featured (Aragorn or Gandalf for FotR, etc).
I'm sure this was all info you knew already, but I just thought I'd toss it in for the sake of completeness.

Also TF (Tournament Foil?), which as ununtrium put it might be the "rarest not-sought-after promos."

TF Tournament Foil (presumed always foil)
The TF's are all foiled. I have never heard or come across any non-foils. It would not fit the TF profile anyway. Cheers!
