I'd like to build a deck using only Fellowship-block cards, but playing Bilbo instead of Frodo as my Ring-bearer. Any ideas on how to make this interesting? Obviously it'll be tale-oriented, but I've never done a deck like this before and could use some assistance!

Yeah, Consorting is a must. I used to have a fun Bilbo deck that used it, but it's been forever since I've played a block-constricted game (#$&*@!, it's been forever since I've played any sort of game) and could use some tips.

(do you have Xlist? for that game)
In fotr block if you see uruk never go for more than 4 comp at any given time ( because of Savagery)
Without frodo you lost sting, so you must have glamdring too look into your opponent hands, also foul creature is pretty useful since Uruk are the main shadow in that block.
an other threat is site 2 and site 3 nazgul (ford of bruinen first nazgul played at that site is -5) that is why you need those allies : elrond site 3 and bounder site 2 plus tharin first for 1 exert. and stealth event for early site. You will find that servant is not a must at all.
I 'll go Bilbo with gand as a starting fellowship and add the splash companion ROTN, pipin, Legolas, Sam, Boromir + 3 hobbit
Don't forget 1 or 2 sleep caradhras, moria and sauron grind are really scary if you are unprepare.
but then I guess I am not helping you to have a flavor deck....
I guess that mono bilbo with ally will work in that format. Starting with a sacrificial gandalf to draw some card and to do an easy first double move.
