No, all players must undertake a vow of silence before beginning a game.

In all seriousness, yes the Shadow players can strategize with each other. You'll often hear things like "Hey, leave me X twilight so I can play something."

But don't let anybody mention specific cards they have in their hand.  Of course, based upon an understanding of that person's deck they might know that "I need 8 twilight" means "I have a Witch-King", but no more table-talk then that. Otherwise shadow phases devolve into tedious affairs that require a lot of discussion and argument while the freeps player broods to himself and realizes he could die in about six different ways.

Playing against three people holding a combined 24 cards who are able to  strategize while knowing all of those 24 cards is impossible.

That's why when I play multiplayer, I like to have my Shadow side be mostly useful conditions like Saruman's Ambition or something that I can play for free and still be usable to help my fellow Shadow players' minions out.

I run four copies of Tower of Orthanc in pretty much whatever I'm playing. :-)
