Title: Skirmsih special ability?

On Faramir SoD text it says you cannot play skirmish events or use skirmish special abilities. I understand the event context, however, what counts as a special ability? Only the bold skirmish words, or would the text, say, on dunland elder count as a skirmish special ability as well?

Only the bold words count as special abilities if I'm not mistaken. :D

A special ability is any phase action printed on a "permanent" card.
