Title: The Balrog, Demon of Might question

Let's say I play this minion and all the companions my opponent controls somehow have 5 or less power. Does that mean that he can't assign the Balrog during the assignment phase and that as the shadow player I get to decide who he skirmishes, or does the Balrog just not get to skirmish at all? Thanks!  ;)

If it is at an underground site then the balrog cannot skirmish at all.
