We just broke into our Towers Block cards and palyed for the first time yesterday. Very cool ideas there.
I made an Uruk-Hai site control deck, and at 2 times in the game this happened:
I had one card that lets me take control of a site after winning a skirmish, and another card that makes the opponent exert a companion for each site you control, after you win a skirmish. We didn't know what order to resolve these in. Obviously if I get the new site first then that is one more exertion I can force on the opponent.
Also, on these "exert a companion for every..." cards, must they happen on multiple companions, or can one companion take all the exertions themselves (assuming they have enough vitality".

It depends on the wording of the cards involved:
-If both of those "if you win..." cards are optional, the player controlling the card chooses the order (subject to the action procedure).
-If one is optional and the other is mandatory, the mandatory one goes first.
-If both are mandatory, FP chooses the order they are resolved in.
"For each" effects can be put on companions any way you wish.
