Title: At the start... & Tempest of War?

So two separate questions for you:

At the start of the x phase has always confused me... When I first started playing I was told you could only perform one action at the start because after performing that action, you were no longer at the "start". However in playing on Gemp I've run into people playing with  [Men] Archery, using howdah multiple times in the same phase. Is this legal? Theodred with Brego is another instance. Can I exert the minion twice, or once?

Also does Tempest of War discard ALL conditions from support areas? Or just Active conditions? I've heard it both ways and would like to know definitively one way or the other.

for the first question, you can perform ALL "start of phase" actions. they are performed one at a time.

You may perform as many "at the start of" actions as you like, but the catch is, each individual card can be activated only once. So each Howdah can be used once per archery phase, and Brego can only exert once per skirmish.

Tempest of War only discards active conditions.
