Title: Twilight Cost reduction

say a dwarf makes the twilight cost minus 1 to enter play, can you use that dwarf as a part of your starting fellowship and then choose another dwarf who is cost 3 and still be legal?

Are you thinking of Dain Ironfoot?  It is legal to start him, then Durin III and 4 [[Dwarf Guard]]s (using the Gimli, Bearer of Grudges ringbearer).  The starting cost rule really works out as "if you could play all those companions in a fellowship phase and you'd have 4 or fewer twilight tokens in the pool after playing all those companions, then that starting fellowship is legal."  (Obviously not including Fellowship actions such as using Pippin, Mr. Took)  The same applies to a starting fellowship of an Elite Rider and Eomer, Third Marshal of Riddermark.
